Li An, The daughter of a noble family in one of its fiefs, decides to take the civil service examination to refuse an unwanted marriage proposal.

Although Li An is a quiet and shy person, she unexpectedly passes the exam and begins working at a place called the Shinkan Bureau.

This bureau is responsible for censoring personal correspondence of government officials. Li An, although bewildered by her new role as a civil servant, spends her days immersed in the task of reviewing private letters.

One day, Li An notices that one of the letters contains a coded message using wordplay. Upon deciphering it, she uncovers a message indicating treason against the country. Sensing something ominous, Li An and her colleague, the civil servant Liu Sui, head to the sender’s location, only to find a brutally murdered body there…
